Men and women are on a completely different level emotionally. I consider myself very in love with my girlfriend, but I don't like to kiss her. I don't know why, but I don't enjoy kissing. I don't hate it, but there's no desire to kiss her. I express my feelings through other ways. I take care of her, help her with her problems, and our physical relationship is completely healthy. I don't mind saying I love you, I say it all the time. I love hugs. Sometimes certain guys are stuck to the "tough guy" routine. Maybe thats why. Many men are afraid of vulnerability. I think whoever you're referring to is afraid that love and affection is a sign of weakness. Its almost impossible to change this behavior, so either you stand by your man, or you find a sweeter one. They're out there, I promise.

well it might depend on what he's doing when you start all the romantic stuff. In public, while he busy, talking to a bunch of guys, never a good time to put yourself on display, nope.
