That's what they usually do. And have your car towed to impound. He's lucky they didn't take him to jail, they have that option. Tell your friend not to drive while he is drinking.

The license was taken because it becomes part of his bond. It's up to the DMV to suspend it, not the Police.
Edit. Not all states do a breath test on the street. .08 is the legal limit, but you can still be arrested for DUI without a breath test, and for having a limit below .08.

Immediately the car is towed (unless in the rare occurances there is a sober driver on at the location), the license is punched, however the driver has seven days to "get their affairs in order" before the actual suspension occurs.

It depends on the law in the state where the alleged offense occurred.
Also how old is your friend? Some states allow cops to take licenses from underage drivers (i.e., not old enough to legally drink) if there is alcohol in the car.

Any DUI is a possible automatic revocation of the license, on the scene by the officer.
There's no set boundary. Shouldn't be drinking and driving in the first place.

.08 bac (blood Alcohol content) is the norm in most states to be considered DWI. if you have .08 or above or you refuse to take the Breathalyzer your license is revoked.
