I live in Connecticut. I'm sure most states are similar to mine, but this will give you the general idea.
Even if you don't or can't drive, and therefore do not hold a Connecticut state driver's license, you still need an ID that can be used to officially verify your age and signature as well as to identify you as a Connecticut resident. This is especially true for those 18 years and older who wish to purchase items such as alcohol or cigarettes, which require proof of age.
The answer is a state ID card. This photo ID card, issued by the Connecticut Department of Motor Vehicles, looks almost exactly like a Connecticut driver's license except that it does not confer driving privileges. Instead, it is an official ID that legally takes the place of a driver's license for the purpose of identification only.

Most states also issue photo ID cards similar to a driver's license. You must also supply "proof of person" such as a birth certificate when applying for a state ID, but it is acceptable for everything a driver's license is used for except for driving itself. You can apply for one at the same place people apply for a driver's licence.

Most states offer an ID only, which looks like a driver's license but it says ID only. You usually can get them at the same location you get a driver's license.

It depends on where you live- many states have an ID program that establishes identity if you don't drive, you ahve to go to the website for the motor vehicles administration where you live. A passport is an option too- for that, go to the state department
