Of course, please check with your vet first to confirm there are no infections or potential problems, however, it certainly sounds like a routine anal gland discharge. Cats will express that foul smelling liquid to mark territory or when they're alarmed or frightened.

Very very likely some kind of Urinary tract infection and/or crystals. It's fairly common in male cats. Peeing anywhere unusual is a cat's way of telling you it's hurting them to pee.
Most vets only charge about $30 for a urinalysis. That'll tell you whether you've got a crystal problem or just an infection. Either way, the sooner you catch it the better it goes in the long run. Your vet will probably recommend a special food if it's urinary crystals or antibiotics it it's an infection. If he does have crystals, discuss the option of a surgery that essentially would turn his male stuff into girl stuff. What happens is, the longer they pass crystals, the more scarring they get within their urinary tract till the day comes that they can't pee at all. It's actually pretty similar to the way cholesteral blocks up blood vessels. A cat will usually die of kidney failure within 24 hours of becoming blocked completely.
If you cat is blocked, some vets will recommend catheterizing to remove the blockage. That works for that initial one, but, it causes scarring too. It's a lot cheaper in the long run to just get the better surgery done and feed a low magnesium food.
You could be lucky though and it could just be an infection that could be resolved with $10 antibiotics. But, if you don't treat that right away he could get scarring from that.

My suspicion is that this is a physical problem, not a behavior problem. It would be unusual for a cat to suddenly start spraying because of a change in his surroundings after two months had gone by, and it sounds like he likes the other cat.
That, and your description of his urine as foul-smelling, makes me think he has a urinary infection. You should take him to the vet. Urinary infections are usually fairly easy to treat, but if neglected they can lead to kidney failure, urinary blockage, possibly bladder rupture and death.

Neutered cats CANT spray! This is anal glad discharge, take him to the vet and have him put on a new diet and hace the vet shoe you how to express the glads.

It is more likely the girlfriend then the new cat. Your cat is upset about losing some affection or attention and is letting you know about it.

that is odd... uhhh, is it white? it shouldn't be if it's neutered, but maybe the vet didn't do a good job. the new female cat is probably triggering his hormones.
