My father passed away in 1984, but I KNOW for certain he is a alive. A P.I/ told me he used his social security number three timees after 1984 and there was no other identity attached to his ssn, so it was him + I saw him outside a doctors office and at my college campus. I have very little money, How can I find him? (Yes I"ve tried those online people search websites)

The best way to go would be to hire someone who does skip tracing, if they'd take the case, but that does cost money. Maybe do some research into doing it yourself, there are plenty of sites (other than people search sites) on how to track and/or locate a "missing" person. Google the term "skip tracing."

If you don't know where he is, you DO NOT know for certain he is alive. Use of his social security number proves NOTHING. Does the term Identity Theft sound familiar? Are you POSITIVE it was him you saw? Aside from hiring a private investigator, you are out of luck. Even then, there are no guarantees.

call the social security and report him for faking his death or
call the irs and report him for tax evasion
is he disabled? va benefits? where does he get money from, panhandling? there is a paper trail, if you follow the money
check homeless shelters
try contacting his old friends
