Where I live only money seized under federal charges is allowed to go to the police. The city takes all other seized money.

What happens when police seize money.....
There needs to be a hearing with a judge to determine if it's actually drug money. The city/state/feds need to prove that the money is from sold drugs or other illegal activity. Usually it's done by showing that the person has a history of drug use/sell, doesn't have any other income to support that much money, it was found in an unusual place (most people don't keep large amounts of money at home, on their person or in hidden compartments in their car). Also most are caught on tape telling the arresting officer "thats not my money, I have no idea how it got into the trunk of my car"
Generally, the person caught with the money doesn't show up to the hearing. So the city/state wins be default. And the money is placed into the city's general fund. So yes, it does go back into circulation.

Cash ALWAYS goes back into circulation. When and how are the only questions. Even if the actual bills were destroyed, the Federal government would return the equivalent value to someone.

they buy helicopters, new cars, ect with it. my aunt's cash money was seized, and even after winning her case in court they were only entitled to give her 25 % of her money back. it's a HUGE racket.

I am not sure about where you live but here in NC they use it for the police and sherriff's department funding!
