Nothing beats free land! They give you free land in Anderson, Alaska.
Anderson, a little town in Alaska's interior, has no gas station, no grocery store and no traffic lights, but it does have plenty of woodsy land — and it's free to anyone willing to put down roots in the often-frozen ground.....
I just love the suicide rate and daylight the whole day during the summer :) over there. Yes. I can always use a beer or two during the day.

Too much variables to consider in order to answer this question. Common sense would lead you to smaller city in remote places such as Alaska, North Dakota, etc.

I highly suggest nevada... it is open, and my aunt bought a house that is 2,600 square feet for $250,000! its that is how much the house costs, then i bet the land is much cheaper!
