The punishment you quote is for those who hate God. Hell is a major punishment, compounded as though the punishment is the punishment for all generations of all people; sinners all.

Yet if we love God, there is just no punishment at all.

Pretty simple if you take things in context.

All Ten commandments are perpetual which includes the second commandment. Yes there is punishment but there is also blessing unto the children. Look at this amazing statement: "shewing mercy unto thousands of them that love me, and keep my commandments".

What is 'annexed to the second commandment shows us God's sovereignty over us, his propriety in us, and the zeal he hath to his own worship.'

Fear or anxiety or nervous conditions can come down from generation to generation. It is often easy to take a picture showing 4 generations in the picture of the same family.

My "take" on this verse is that on Judgment Day, God will "remember the misery" he endured as a child and will take that into account for a more lenient judgment. The next verse is a comparison concerning God's boundless love.
