My neighbor's dog cries a lot, and I usually don't think anything of it. Well, she was just crying, and I heard my neighbor come out, yell at her, then I heard her hit it. Hard too... almost like she whipped it w/something. Can I do anything? Like call animal control or something?

Yes. I'm not sure how close you are to your neighbor, but first, you might want to inform them that if you ever see or hear them doing anything mean to that dog, you will call the police.
If you are hestitant to confront your neighbor, call the police or the Humane Society in your area. Inform them that there is a dog that is always outside. Is the dog chained constantly? Is he well-fed? If there is any other sign of cruelty, this will help your case. If nothing else, you can state that the constant howling is driving you crazy. And, of course, mention that you heard the owner beat the dog.
Dogs are pack animals - keeping them outside all alone is cruel. I never get why people get a dog and then just toss it outside, giving it a token pat on the head once or twice a day when they bring out food. To me, leaving a dog outside all day is just as moronic as letting a cat out at night. Some people claim that their cat "insists" on going out at night. This is utter nonsense. A can will stay inside. Worse is when those same idiots then cry when they find their cats dead by the side of the road. Well, little wonder? Please, if you can't care for an animal or don't know how, do NOT get one!

Yes, PLEASE call animal control, call the police too. Animal abusers get away with too much. The animals still are living things with feelings. Please help your neighbor dog and maybe it will get to go to a home that it can be happy in for the rest of it's life.

Yes! Defintely, call animal control, the humane society or other another animal welfare organization in your community. They can at least check it out and if she is indeed abusing her dog then they will get it out of that situation.
And kudos to you for observing that and wanting to do something about it!

As a Devil's Advocate-can you risk causing trouble with your neighbor? Think about the fall-out carefully before you call the police. But in the long run-turn the bas tards in. They have it coming.

Um, first get proof that they do hit abuse/whip/hurt their dog. Like, videotape. Or get a friend to witness it with you. Then call Animal Control when you know they are hurting their dog.

YES! No animal should be treated like that. Imagine if it was a child, you wouldnt hesitate to call the police would you?
People like this should not have animals.
If you are stil unsure....monitor the situation listen for any kind of starnge noises and watch how your neighbour treats her animal on a day to day basis.

Call someone. It sounds like the dog is being abused. It is horrible when people leave their dogs out because they are too lazy to care for them. I would cry too in this heat. I live in Florida.

I would like to add . If you can take pictures with a camera. We had a neighbor a long time ago abusing his dog and my dad got pictures and turn him into the authorities.

Yes you can call animal control. Just let them know what you heard and that you are concerned. Make sure you tell them you want to remain anonymous.

u need to call animal control so they can see if the dog is really being abused!! look at the dog ur self through the fence or somtheing and see its condition! plz help the poor dog!
