Because I've had it happen to me and it's awful - you wworry sick about it and end up cancelling all your cards, etc. Nightmare.
I'd see if I could find some ID and return it + all money, it's true because one good turn..... (someone returned mine twice)

Theres the found purse scam these days. A purse is deliberately placed so somebody will stop and pick it up. Then the scammers immediately appear, offer to split the money inside with you and finally get you to part with your own money. Even if you are honest Joe and only wanted to look to find an ID and return it, these scammers will hound you. Leave the purse alone and go on your way.

I would pass it by. Since Someone has stolen it and cleaned them out. It is unlikely that a purse would just be lying on the pavement without being stolen.

I would just leave it lying there...you don't know if some really lost the purse, or if it's some sort of police sting (like when the police leave an unchained bicycle on the street, waiting for someone to steal it).

I have found a purse laying on a bench and turned it into the store customer service desk. My first thought was watching someone who found it and said they weren't going to get involved and left it laying and really being upset...

(while looking around): "Hmmm - wonder who's purse that is? Wonder where she went?"
Then, if I couldn't find an obvious "owner," I'd turn it in to whatever public place (i.e., restaurant, etc.) is closest - if that seems a "likely" place someone might have gone into or come from, or to the local PD, if not.
