Lower HV - Westchester and Rockland Counties. Mid HV Putnam, Orange, Ulster, and Dutchess Counties. Putnam could fall in both categories.

Lower Hudson Valley is Westchester and Rockland and southern Orange and Southern Putnam counties.
Mid-Hudson is Northern Orange, Putnam, Dutchess, Greene, Sullivan, and Ulster counties.
I'm not 100% sure on this, but probably close enough.
