Yes to both mail and phone.
Once he arrives at boot camp he'll be able to make like a 2-4 minute phone call just to say he made it. After that its hard to say when the next phone call will be. It depends on his division (if they do good or not) as well as his own actions.
Mail is primarily written on Sundays (also time is sneaked in throughout the day/week during downtime) but he can receive everyday for the most part.

Mail oh hell yes he can, phone time in basic is VERY limited. He may get 1 or 2 times to use the phone. Dont be upset if he doesnt call. Send him some hot pictures, it will lift his spirits as basic can be very mentally demanding.

Mail will never be limited, however sending him 'care packages' could be a bad thing. He will be required to open them in front of an instructor (checking for contraband).
Phone use is limited.
