Prisoners released on parole have a choice.

They can stick by their parole conditions or go back to jail.

Of course the probation department can place conditions on the parole. While you say that they " not violent or dangerous, nor are they sex offenders" they were recently released from prison. Obviously they violated some law. The parole officer can change the conditions as the person proves (or disproves) their ability to adjust back in to society.

I'm confused. Probation and parole are two totally different things.

Probation is a sentence in lieu of a JAIL term.

Parole is time to be served under severe restrictions upon early release form PRISON.

Parolees can be ordered to live in SLE (Sober Living Environments), Half-Way houses, etc.

When a person is given parole you have to have a registered address. If you then fail to reside there you will have breached you parole and will be recalled to serve the remainder of your sentence.

If you serve your full sentence, you can live where you like on release.

Parole is not a right its a concession. Do as you are told

Yes they can. Anyone released on licence should consider themselves extremely priviliged not to be in prison. If they fail to comply, they will be recalled to prison to complete their sentence. Tell these people to shut up whingeing or get back to prison where they should rightly be in the first place.
