hey!
first of all i am sorry to hear about your parents illnesses i hope they get beteer soon!
i am not toataly sure what parasitic means so my answer may not help in anyway but i sure hope that it does.
there are four choices that i can think of:
1) your brother looks after the garden after all it is his garden too! and he should look after the garden knowing it would make your parents happy. (I dont know if this is possible but i guess it is if the council will not do the garden soley because your brother lives there)
2) Ring the council and explain to them the situation and ask for any help they could provide - my neighbours get there grass cut regularly by the council as it is a council house and they are only young!if this happens in your area too you could always throw that at them! its always worth a try as the worst they can say is no!
3) Get intouch with your local age concern group they may be able to offer your parents some help or have a better knowledge of places or support networks for you to get intouch with - when my Nan was alive my family recieved a great amount of help from the age concern (Help the Aged may also be able to offer the same support)
4) If it is possible and your parents / brother can afford it employ a gardener! its not as expensive as you would think, another of our neighbours has a gardener that just keeps the lawns cut and any bushes / flower beds looking neat and tidy. it works well for them and it doesnt leave them out of pocket as the gardener brings his own flowers and plants so they dont even have to but plants anymore (im not sure if this is standard for gardeners to provide plants / flowers included in their price or not though)

You don't say how old your brother is - or your parents for that matter. If your brother is able-bodied, this is the reason why the council won't help them: they have enough to do to help those who haven't got able-bodied relatives to help out.
If your brother ~won't~ help out rather than can't perhaps he would be willing to foot the bill for a gardener. If he's not willing to do that and to help out in whatever way he can with your sick parents, then he needs to be told to move out. Your parents sound as if they may need assisted living help before too long: if he's still there they won't get it, and your parents face a miserable existence if that's the case.

Is it just the garden? I'm pretty sure it's okay to let the garden go. I know when I was preggers I couldn't do the gardening in the heat heavy with child...so the garden didn't get done. BFD.
My husband wouldn't do the gardening because he worked all day and didn't want to spend another 2 hours tending the gardening. So what your brother is not interested in gardening. If you care so much, hire a gardener for your parents.

You gotta talk to the bro to share the load. Doesn't mean he's going to. Supposing he still won't put his shoulder to the wheel, you have to make room in your schedule to continue going to your parents and helping them all you can. It's your PARENTS, dude! When the family won't help the family, then the world is one screwed up place. Don't be like your brother. Stick it out, baby. Be a man. You're needed.

You and your brother should come to an arrangement whereby he either does the garden or you share the cost of a gardener.

If you cant get there to stay a while and help out then you need to give your brother a serious talkin too. Tell him to pull his bloody finger out and also tell him that i said so too. Good luck, also, sorry to hear about your parents and hope all goes well for you. x

Invite your parents to come live by you and set them up nicely. Get them away from your brother as fast as you can.
