GTB answer is partially correct.. MOST VoIP providers who transmit there voice packets over the internet have the same priority as the data packets, so in times of high bandwidth usage you may experience drop outs or other issues...
BUT VoIP provided by your internet provider (either cable company, or phone company) do not travel over the internet.. they may appear to, but they travel over that providers network, and ARE given priority... so cable company, or verizon voice wing are the better choice for quality... but for other reasons, a diffrent carrier like vonage, packet 8 etc would be better...

What do you mean by "the right VOIP provider"?
Any carrier that uses the internet for transport cannot assure its ability to deliver. It makes no difference on the carrier, because the the internet does not provide priority to priority marked packets. Congestion will cause unpredictable problems unless there is a priority provided to voice packets.
Again NO voice carrier who uses the internet for transport can assure quality. They can assure luck - which is sometimes good luck and sometimes bad luck.

I got Packet8 for over 3 years now, and never had problems....they taking over all Sunrocket costumers now!! most VoIP reports are outdated, so watch it....but dslreposts.com reviews are pretty up to date and fair!! you will find the pro/cons about all the broadband provider in your area!! very important....
check on the Internet if your town is set up for E911.....it cost now 1.99 a month...
