Stick with something generic like "Well, aren't you lovely today?". Or just compliment something specific, like the way styled her hair, or the outfit she's wearing, something to that affect. Professional, married, doesn't matter. Women like to receive compliments every now and then.

Don't compliment a female coworker in anyway you wouldn't compliment a male coworker. Avoid doing this because she's not in a beauty pagent nor Barbie, she's a coworker and colleague, with skills and knowledge. Compliment her on her work or other things.

It's OK to compliment someone. Just don't go over the top. If you see someone that looks nice you can say, "I like that dress." or "Your hair looks nice today." Everyone loves compliments - married or not. As long as your compliments aren't inappropriate (You look hot today!) or the tone of your voice is not suggestive (You smell so good) - you should be fine.

Like what most people have been saying, keep things very general with any kind of compliment you may want to give. It may sound tricky but try to make sure that whatever you say there is no hint of flirting.

How about this
"Not that you don't always look lovely but you look particularly so today. You and your husband must have special plans for this evening.
or if you're married/involved with someone you could say something like
"My girl friend/wife has a dress just like that. It's one of my favorites."
you can give compliments just don't get to personal and don't make a habit of it.

Sure. Compliments make people feel good. Don't say too much, or else she might think you're a pervert because you keep talking and checking her out.

i think u just say " i like your dress or your hair looks wonderful" keep your compliments to a more direct thing. rather than saying you look beautiful today (she might think ur hitting on her and make her uncomfortable) rather if you said that dress is beautiful. thats better recieved compliment.

Sure, compliment away, but keep the tone as if you were commenting on a buddy's tie, just staing matter-of-factly that she looks good today...

Don't say anything. You don't want to give her the wrong idea and then have her avoid you forever.
I guess you could give her a compliment when some one else does. ex
Co worker A " Cute shoes today ---- (her name).
You "Yeah, they are nice. " or " I like the shirt too.----- whatever her name is.
She "Thanks you guys!!"
Tada. Compliment away.
Nothing creepy though.

No. She's off limits anyway. Have some respect for the marriage.
