The photographer. But that's an area where you REALLY don't want to skimp. Having beautiful pictures forever afterwards is totally worth the cost.

My photographer and caterer cost the same amount. Your dress should not cost the same as the whole reception. You aren't doing your budge properly if it does. You don't have a $5,000 gown and a $5,000 worth of food, the gown would be too formal for the rest of the wedding.

It will definitely be the photography. Around here a good photography package will cost around $2,000. Which is a fair chunk of a $10,000 budget.
But somethings are worth spending on, and I feel that the food for the reception and the photography are worth it.

We paid for all the wedding party to stay at the bed and breakfast that we got married in for two nights in a row. Not to mention my parents, my hairdresser for me and all my girls, and two out of town relatives.
Talk about expensive.
Of course my dress was really expensive too as was the wedding itself and reception, but my mom and Dad did pay for most of it. (I have lovely parents....)

My reception place come with all my decorations, food, alcohol and cake for 200 people for 4 hours for $15,000 yes 15 thousand. Thats the most expensive thing we had ot pay for so far and i think we did pretty good.

I think that the place I am considering renting for my wedding is actually going to be the most expensive... $3,000. But they do partially use this to pay for part of the reception

Im planning my weeding right now and the most expensive thing is food. You don't wanna get crappy stuff because the food is like a thank you to everyone for coming to the wedding and showing their support.

besides my reception food and dress i would have to say photographer then decorator. alcohol is costing a lot as well.

probably the designer and food coordinator. The flowers and the place you decide to rent out to use.. The cake and the cake testing, photos, a video guy
all stuff like that
