Oh how I just used to wonder about this and pray about it. But God just revealed so much to me over time with much pryaer and Bibl study too.
IF we want the Holy Spirit to come to us, we must be led by the Holy Spirit also.
WE are called to love God with all of our heart and minds. To love Him so much that we want to be only like Jesus. God says to be like Jesus, think like Him, live Like Him, talk like Him, and to spread the good news of the gospel just like JEsus does. PPL say we cant do that. WEll you cant unless you are led of the Holy Spirit and born again. SO how do we do that/ First off, we stay in prayer and in Bible study, walking one on one with God, and we obey what we now know to obey. And we ask God to show us more. WHy would God show us more if we arent willing to do what He has already said to us???? Blessings come from obedience, and disobedience leads to curse. that runs thru the Bible and that doesnt change> PPL say that grace will continue to cover willful, deliberate si and no it wont. Reponse to that one was GOD FORBID, remember???
When we will daily and fully surrender our will to God , and desire to do only His will, then God will bless us so much and many gifts and new revealtions just begin to come, as well as blessings to overflow. BUt, when we wont hear God or we wont do as He says, He will not bless us and certainly wont give us gifts, as put ourself in curse when we disobeyed Him. OBeying God is not hard at all, its joy and pleasure. Because when we obey what we know, God changes our desires to His desires and we hate sin as much as He does.
Example, a man with a gambling problem, prays and prays and said TAKE THE DESIRE FROM ME OH LORD< and daily heads to the places to gamble, knowing its wrong HE gives in to his desires and doesnt stand firm with Gods. blessing will not come till thats stops.
But, when a man has a gambling desire really really bad, and says I know I cant do it , its a sin, but oh the desire is soo bad, OH God take it away. and then refuses to go gamble, when this is done over and over, the blessings come and soon he wont ever want to gamble again. God can help us, but He says to obey Him and allow Him to help us.
Obedience is the key to blessings and obedience is the key to receving blessings. Not obedience that comes from HAVE to, but obedience that comes from LOVE TO< HOW ELSE CAN I SERVE YOU LORD. big difference, God does know the heart. Surrender your will to the Lord and do as He says and all will be added unto you. OH my, so much to celebrate. I count it all as JOY.

There are two schools of thought on this subject. The charismatic Christians believe that the filling of the Holy Spirit is given at some time after salvation. The more conventional thinking among Christians is that when you receive Jesus as your savior, you receive at that time, the spiritual gifts of the Holy Spirit. The spiritual gifts of the Holy Spirit as spelled out in the Bible are, speaking in tongues, casting out demons, handling serpents and drinking deadly poison that will not hurt them. The scripture for this is Mark 16:17-18

Many today claim to be able to speak in tongues, some even handle snakes, but I am yet to learn of any that drink the deadly poison without deadly results. Healing is also a gift of the Holy spirit.

Some believers think that these particular gifts were given at a certain time to accomplish a certain event. As a Christian, I have never done any of the things listed, but I will keep an open mind about these gifts. If God feels that I need any of these gifts to be a better Christian, I am sure He will see that I get them.

These gifts are to edify an build up the Body of Christ.They are gifts we each received when we became born again. Taking the action of truly living and walking your life according to God's Word and His plans in your life will stir up the gifts that have been given freely to us on our journey here in this world. Prayer is the #1 key for me. It's communicating through the Holy Spirit, the presence of God in my life. There are still some I desire to move in and know I will when the time comes, that is God's timing is right.
Have you received the Holy Ghost with the evidence of speaking in tongues? That's where the power and the boldness comes in.
AND let me add....the serpent and poison thing
spiritually speaking because these things are taken so far out there...
I understand this to be handling issues with attitudes, demonic, plagues and if and when a person is busy with God's business if he or she eats or drinks anything that is poisonous He will keep them from harm.
To anyone... bring me a snake and I'll cast the devil out of you in Jesus Name.

By gifts of the spirit, you could be meaning multiple things. If you are just meaning peace and comfort as the Holy Spirit is known as the comforter than you simply need to live clean as the spirit will enter no unclean thing, that includes places that you go being clean.

If you mean gifts of the spirit in regards to the gift of tongues, the gift of prophecy, the gift of revelation, the gift of the interpretation of tongues, etc. They are given to those clean and worthy as needed. No man was given the ability to move mountains while the Lord knew they would mistreat it. It is given to those who will use it for the Lord's purposes and with the authority the He provides.

add on: I want to add that sacrifices are not necessary. The law of sacrifice was fulfilled with the sacrifice of Christ on the cross.

Spiritual gifts are given through the mercy of THE LORD GOD and are received through THE HOLY SPIRIT in the image of an angel's message or a light message or a Virgin Mary image or a Prophet's/ Saint's message.

What exactly do you mean?

In order to receive the Holy Spirit or Jesus, you should pray and say that you believe in Jesus and ask him to come into you and be a part of you.

The Spirit of the Lord will come upon you in power ... and you will be changed into a different person. (1 Samuel 10:6)

I feel that the more I talk to God and follow his ways, the better person I become and I can tell the difference it has made in my life.

If you mean like you want something to happen, you can pray to God, but it might not always happen. God knows what is best for you and if it is best for you, you will receive the "gift" you are talking about.

Holy Spirit. God imparts his spirit as a gift to his people, enabling them to avoid the degrading works of the flesh and to cultivate instead the fruitage of the spirit, namely, love, joy, peace, long-suffering, kindness, goodness, faith, mildness, and self-control. (Ac 2:38; Ro 8:2-10; Ga 5:16-25) Jehovah's spirit is a sure guide and supplies power beyond that which is normal, helping the Christian to fulfill his God-given assignments regardless of the pressures brought against him. (Joh 16:13; 2Co 4:7-10) Jesus assured his disciples that God's spirit would teach them all things, would bring back to their minds the things he had taught them, and would help them to make a defense even before rulers.-Joh 14:26; Mr 13:9-11.

To recieve you must do the will of Jehovah.

If you are a Christian, you have already received the Holy Spirit, along with whatever gifts He has for you.
Trust Jesus.
It is really that simple.

They are a gift of God. There is nothing we can "do". It's a sacramental act of God - much like Holy Baptism, where the Spirit is at work.

The laying on of hands of a Bishop in Apostolic Succession and the accompanying anointing with holy oil is the "outward and visible sign of an inward and spiritual grace we have received."

Spirital gifts are just that... they are gifts.God gives certain gifts to certain people,except the Holy Ghost which can be given to everyone, if they want it. if you are wanting a certain gift pray for it. you may get it .
