Yes, they do help tone. But stretching your muscles before and after running or working out is very important. working out shortens the muscle fibers and makes them stronger. But stretching lengthens thems and adds tone and shape. Strength and tone are important. You don't really want one without the other unless you are a power lifter.
Try Pilates for toning. It's very good for that.

I wonder exactly what you mean by "toning", and I am guessing you are dealing with fat tissue in the leg area. If that is so, you may not be able to see any toning that is actually taking place. Getting rid of fat tissue in any area of the body requires that exercise be "aerobic", meaning that a certain heart rate is achieved for a specified period of time. If you are kind of a natural runner, where your body is very comfortable with this activity, you may not be increasing your heart rate by that much. Also, a treadmill run designed for your particular circumstance by a certified personal trainer would probably benefit you. Then you could take that technique and a meter for your heart rate for outside runs - then you will see results. Everyone should do lunges, but again, check with a personal trainer for technique.

You have to be patient. To tone your legs you will need to lose fat from all over your body and this takes time (cardio is a good way to do this, for faster results add weight resistance training). Squats are good for your quads and your butt. Lunges are good for your hamstrings. You need to add a workout that focuses on your calves (raises work well). The time it takes you to get toned legs depends on your body fat %. If it is very low, you will see results in 4 weeks (this says results it doesn't mean you will be completely done) You will still need to work at it. If you have a high body fat % then results will take a long time. Be patient. It can take years to transform a body.

Well, first we need to make sure we're on the same page. If by "toning" you're looking for more defined legs, any exercise will tone your legs. Here's the problem: if you have fat covering up the toned legs, you won't really see the definition until it gets reduced.
...and there's no such thing as "spot reducing."
I'm afraid that you may need to add some better eating & consuming less calories. But you need to keep up the running and leg work too.

Yes squat and lunges are great... try variations on them like the lateral lunge to tone your inner thighs and a one legged squat and walking lunges.. DO tube walking to tightedn and tone your outer legs (hip abductors) bridges with a stability ball is great for hamstrings and glutes.. I could go on and on.. Running is good for your quads but it mainly burns calories you need to do resistance traing to tone up.. do you go to the gym.. try the leg presses and hip adductors and abductors if you are unsure of the correct form.. there are so many awsome exercises to really tighten your legs and the work!! You will see results and FEEL results trust me!

Yes running tones your legs, to tone by running you need to run cross country so like work up to two miles at a time running is extremily good for you.

Squates are great for your buns hun! Lunges really make your legs hurt afterwards dont they? That means they work too...
Running is great for your whole body. Especially your heart.

First thing I would ask it how much you are running, and how long you've been doing it...
Running WILL give you great looking legs (I detest the word toning), its inevitable. My guess is you're not doing enough miles or you haven't been doing it long enough to work.

but running should def help
maybe u need to run longer and see if it does really work.
