Can I ban smoking at work?

I work in California and I'm wondering if I can ban smoking during work hours. We get paid breaks and lunches. One of my employees smokes heavily and quite frankly its making me sick. Can I tell him no smoking while he's working?

Being in California, I am surprised you have to. I thought smoking was banned everywhere but one's home.
