Color, then cut. Thats the way my sister does my hair. She told me she does it that way because it looks better. I dont know. Kinda makes sense. So you know youre getting the tips of the hair all colored.

I get it colored, then cut. I have no specific reason, other than a sense that the hair gets stressed during the cut and might affect the dye process.
My salon always does it in that order.

hmmm...do you want to cut out the color that you just dyed your hair...
Cut your hair then dye it, if you cut your hair after you dye it, you would just be cutting out the dye

they color first, then wash it to get the stuff off, and then they cut and style it...
