You can crop people out simply with paint, if needs be. As for background people, why not just blur them out, it brings the foreground in focus more.

I have used PhotoShop for that so I can only explain that one.

I had a photo of three kids sitting near each other by a table. The problem was that there happened to be a big gap between two of them and the third one so they did not look like a close family group.

I opened the photo in Photoshop and used magic lasso tool to go around the kid that was isolated from the others. I used feathering to get a blendable edge. Then I used move to drag her image closer to that of her two brothers. Since part of the table was in the foreground I was really just sliding her image along the table and cutting out part of the table between the groups. When she was close enough to look natural I exited from move. That dropped her into a final position as part of the group. Then I looked at the background and did some cloning of things on the wall to make a clean background not showing any gaps. I also went around the kid images with the lasso, feathered, and then used gaussian blur filter to get the background slightly out of focus and add more emphasis on the main subjects.

My favorite cropping tool is the simple picture editor that comes with MS Office. Quick and dirty approach involves:

1) Save as... and make back up copy in case you need to revert back to old.
2) Create a box around the couple to delete using the box tool.
3) Hit "cut" and they will dissapear
4) Creat box around the couple on right (or left) and drag over. You'll see they will actually move.
5) Either cut or crop to remove any remaining edges.

BE SURE TO CREATE A COPY OF YOUR PICTURE BEFORE EDITING!!!

Anything detailed, you really need something like Photoshop -- or even some of the freeware that comes with a digital camera.

Good luck!

Picasa's free, so's Gimp. Gimp is a lot more powerful, but more complicated.
