I'm not sure who's responsible --- the HOA, the police, the department of transportation, the CIty, etc.

The DOT is responsible for road signs. For every sign they replace, someone somewhere has to pay about $200-$250, so when you call about the sign, don't complain when your taxes, fines etc go up the next time.

Chances are that the police have already seen the sign with a bullet hole in it. If the city replaced all the signs with a hole in it, they would go broke. If you want t call someone, wait until you see someone shoot a hole in a sign, and then call the police and tell them who did it.

Dose the hole make the sign let effective or prevent you from reading it ?

Check with your municipality. It may take a few calls, but that would be a good starting point.
