Yep, that's a tilde all right. However, if you want it to work properly, you have to use codes to get letters like "ã" ou "õ" like is used in some other languages in the world.

is used for all sorts of weird things. I've seen it used in books as a logical not (¬) and it has some unix/programming meanings I don't understand.

It's a tilde.

It's used over an n in Spanish to the "ny" sound like mañana.
