When I work out consistently, I lose fat everywhere. You really cannot concentrate on just one area, so make sure you are doing total-body workouts (like cardio) in addition to lifting or whatever else you do.
Now, here's the deal with boobs. They are, in essence, lumps of fat. I'll give you that. They don't just disappear on their own, though. You can lift weights and do all kinds of upper body exercises that tighten your chest muscles. Once those tighten, your boobs will look smaller and you could even wear a smaller bra.
I went down an entire cup size a few years ago because of my chest exercises. It's possible....

You can't spot reduce (most people would if they could!)
If you lose weight overall, you may lose a size or two. If you are above a healthy body weight, that would be a good idea, anyway. If you are at the low end of a normal body weight, that wouldn't be so good.
If you exercise your chest muscles, your breasts will not turn into muscle. Instead, your pectoral muscles (which lie underneath your breasts) will grow (slightly). If anything, that will make your chest look bigger.
If you can't get to where you need to go by overall weight loss, breast reduction surgery is about the only answer.

Unfortunately there is no scientific basis for spot reduction. You do need to eat right and exercise consistently for fat loss, you just can't choose when and where you will lose it, and exercising a certain area of your body (chest, abs, legs, etc) does not mean your body will burn fat in that particular area. Your body simply does not work that way.
The best thing is to follow a comprehensive program like Burn The Fat, Feed The Muscle by Tom Venuto or Turbulence Training by Craig Ballantyne. You can check them out here:

I wish I knew a quick fix. The only way to get a smaller chest is to get thinner. A friend of mine got terrible back aches from her large breasts and final had a breast reduction. She is very happy with her size now/

You can not lose fat in the areas u would like. It depends on a overall weight loss and genetics. I would do some chest and arm toning however when u are losing the weight.

Sorry, but unless you are overweight, you can't reduce your breast size. If you are, lose wieght to lose breast size. If you really hate your size (though I think you're lucky to be large) then get reduction surgery. You can't reduce your breast size naturally, since they are lumps of fat, tissue, and organs that produce milk. Sorry.

any kind of chest exercise, like chest press and bench press, flies and all that, will help turn your boobs into muscle
