not all all payphones/public phones have camera equipped device, though some have camera installed nearby, so it may and it may not...

Calls made from ANYWHERE can be traced. If the payphone has a security camera, they can figure out who made the call by synchronizing the time coded on the camera with the time the call was made.

And obviously without recognising the voice then you cant know who is making the calls. Unless you work for an intelligence agency. And even they struggle with this one.
