A runway can be any length that the airport wants and is able to build. This can be affected by terrain and surrounding communities. A smaller airport in a rural area will usually have a much smaller runway than a large major metro area airport.

There's no set length. It depends on the type of aircraft being used by the airport. As aircraft get larger and more airports try to utilize them, they need to not only lengthen the runways, but reinforce them as well. Specific aircraft need specific minimum length runways.
