To some extent, there is a media portrayal that insane persistence pays off in the end. There are uncountably many movies where the guy keeps pursuing the girl and in the end, gets the girl (often after the guy she was dating who was secretly an asshole makes a fool of himself in public). It's "if at first you don't succeed, try, try again" taken to an unreasonable extreme.
So he might be holding out false hope.

Men can be idiots, as can women. I've seen both.
Hell, I practically had a waitress sitting on my lap while I was out to dinner with a girlfriend. She wouldn't give us more than 5 minutes without coming over, talking to me with her back to my girlfriend.
We just laughed it off after, but there's 2 sides to a coin and in those cases, both are clueless.

It's called hormones causing the desire to sow his seed in a beautiful woman. But, the girls also chase after the guys as well. It's human nature.

If she doesn't walk away, it is not obvious. Some girls test guys by say a lot of BS so it depends on how bad he wants it lol.

I think they like the thrill the chase and the thought that they might actually be able to win a girl's heart, or steal her away from someone else.
I can't think of any other reason someone might do it!

and some men have a malignant personality. and only see you as an object not a woman. or they are just plain disrespectful and think they are owed a woman and think she has no right to decline his offer.
