Excuse me is the correct phrase. One has no control over a sneeze - just the direction in which they sneeze.
Be sure to carry things like a hankie or tissue in your pocket if you're prone to sneezing (allergies) and please stay home if you're sick (with a bad cold).
Then, if you're asked to shake someone's hand just after sneezing politely beg their pardon, that you just sneezed and would like to wash your hands first. Believe it or not people appreciate that gesture - that you don't want to hand them a palm full of sputum.

I try to say excuse me really fast before I sneeze and then say sorry afterward. Most of the time I end up saying excuse ne while I'm sneezing though.

With allergies and frequent sneezing, I usually act surprised and say, "Oh, excuse me" as if I were imposing on everyone.
I don't want to sneeze, but it happens througout the day. So, I just present it as a surprise and beg forgiveness in a crowd.

According to etiquette you should say nothing at all. Even less if it's during a meal. It's improper to interrupt the conversation for that, and no one should say "bless you" either. Sneezing is a natural thing, there should be no fuz about it. Not even a little comment and no apologies.

If you sneezed on someone or in their meal or something, say you're sorry. And offer to buy them a new meal, if applicable.
If you just sneezed, but were careful to protect others from sharing in your sneeze germs, you don't have to say anything, but you can certainly say 'excuse me'.

You are not supposed to say anything unless you mistakenly sneezed on someone. Most of the time people will say GOD BLESS YOU after you sneeze, because they say when you sneeze your heart skips a beat.

"Excuse me" is the traditional one. But "sorry" is just as good, imo. Better than just sneezing over everyone and ignoring it!
(I was always told that "pardon" is common.)
