the best way to tell someone to go away is to tell the truth.
the best way to tell someone to go away without hurting them that much is probably to lie.
telling someone to hit the road in a less than honest manner may eventually hurt them more later. no one can predict the future, and hindsight is 20/20. therefore, it is probably better just to tell them the truth.
i can think of a few examples to let people off easy by lying, but the situation has to match.
the ever famous: 'it isnt you, it is me. i am not ready to be in a relationship, and i just wish to have friends around me.' this can backfire, because they might still hang around you or what not, or might keep trying later. i do not know your situation, but like previously mentioned...things can backfire.
i am a totally confrontational person, so i hate this tactic: just avoid and dont return calls, let them disappear. this one can really backfire, but actually works quite well against people who have no connection to you.
remember, you can be tactful and truthful at the same time. Just a honest one liner can do wonders, 'im sorry, i do not want to be around you, have a nice day.' lol. it is not your fault someone has interest in you (unless you planned out a seduction plan after hacking their email files, getting surveillance footage, and analyzing their mating habits just to seduce and throw them away for fun). hope that helps, keep it short and simple...unlike my answer...!!!

It depends on the situation. You can drop hints that you want to be left alone, make plans to meet with someone else for that day. If the person keeps bothering you after that then just tell them that they should not take it personally but you need your space. My friend has one efficient way of keeping her ex away, she sent a girl who acts like an animal chasing after him. When you have a girl chasing and trying to bite you, that should be one clear hint lol,

Mace is good. If the latter isn't your style, you don't even have to verbally tell him. If he's obsessed with you, then the best course of action is to make him realise there's more in this world than just you, so start fading out of his life (don't answer his calls, go out with friends instead of him etc), and out of sheer boredom he'll find something else to do.
If you're actually in a relationship with him, just tell him the truth - you're not married, and you honestly don't want to marry him, and you don't want to waste his time.

Buy a frozen Dairy Queen cake and have them write on it
"Good Bye" and give it to him. He may be sad but frozen cake always makes a person feel better.

there is no easy way, just tell him the truth why you want him to go away. he will have to deal with it.
there is nothing worse than trying to sugar coat something like that....
