It's not that those people are "special"--I think it's usually a sort of "glitch" in the system. We're not supposed to remember much about our previous lives, so that we can live this one without all off the baggage from the last one. But occasionally, extremely emotional events will leave an impression on our souls too deep to be entirely smoothed away.

The selected few always claim that they were famous people like Cleopatra or Napoleon. Recalling a previous life means they would have to believe in reincarnation which is not a popular theory unless you are a Hindu and believe that a cow might be your late uncle.

From my own personal understanding, and insights... Each moment we experience in our present life is a glimpse of a previous life experience.

Jesus once said, "When you see your likeness, you rejoice. But when you see your images which came into existence before you, which neither die nor are manifested, how much will you bear!"

Your likeness that you rejoice when you see, is your soul which has existed since the beginning of time.

The images which came into existence before you, are the previous lives your soul has lived prior to the incarnation which you are at present.

This is just my opinion, of course. =D

lyIt's all part of the great plan....you remember if you are meant to remember to help you in this life....for the most part we don't need to remember as we are here to work on things that require us not remembering who we are complete but figuring out who we are is the key.
