Cebu Pacific Air do NOT fly to Phuket.
They operate flights between Manila and Bangkok, and the cost of that return fare will be about Peso 6,500.
If you're starting in Cebu you'll need to add cost of Cebu-Manila returns.
You then have to get from Bangkok to Phuket. There are dozens of flights daily on that routing. Or you can travel by road (there's a bridge from the mainland to the island).
There are alternative air routes (e.g. Silk Air from Cebu to Singapore,and then Silk Air's owners, Singapore Airlines, on to Phuket).

There does not seem to be any direct flights from Cebu to Phuket. There are flights from Manila to Phuket. Cost is around USD 960

sorry but the only Pacific airlines flights i can see are between hanoi.danang and ho chi min going to bangkok
