How would the vehicle need to be altered to suit ethanol? (from a normal car)

For more than 15%, mostly seals, hoses, and injectors.

Depends on how big a blend. most carts will run up to 15% with no modification at all.

Most of the major vehicle manufacturers already have engines that will run 100% ethanoel. These have been on sale in Brazil for years

im not sure...but it wud seem that for eth, a different valve would be need for the engine to take the energy?
