Hopefully you have Windows XP Pro. Make sure the user is logging on with a "limited" user (not power user or administrator) account. That will prevent "most" unwanted software.

There are a few keys you can add to the registry that locks the wallpaper selection and also hides the screensaver tab:

there's no way to stop another user from changing wallpaper and screen savers. what you do is click "control panel", "user accounts" and "users" simply either make a new "limited" account, or turn on the guest account, but make sure it says limited. then, go back to "users" and put a password on your account that nobody but you will guess.

the limited account stops the other users from downloading absolutely anything. or, if you don't want anyone on your computer period, when your computer is booting up, enter the bios menu and set a bios password. without your password, your computer won't even load windows. Just make sure you never forget what the password is, or else the only way to fix a bios set password is to unplug the computer and pop out the battery backup in the motherboard and let it sit for 10 minutes.

on another note, coming back to the question, they have a fingerprint scanner out now that only runs about $30.00, but if the person knows what they are doing, they can still bypass that by booting up the computer in safe mode. if you want your computer totally secure, do the bios password. most people don't know those can also be reset easilly.

First change the users account to a limited account. Solves installing unwanted "system wide" applications but any user can download and run applications from within their account.

Second "Start -> Run -> gpedit.msc". Look around and change settings that won't allow users to access the Display Control Panel Module. Also you will have the option to limit the other accounts as to which programs can be run on the system if you dig a little deeper.

You can set up a separate user profile for the person who is making these changes. Then change your password, for the administrator profile, so they can no longer log on as you. As long the person is able to get into the default profile they will have all the same priviledges as you, the system administrator.

Under control panel/user accounts you can give an user only limited abilites, which includes being able to download software, you have to have an administrator password

Make sure that they have their own account, and each time you use the program log out, so that they have to log in to their own. That way, each person can have their own preferences shown.
