It sounds like he has some definite insecurities and trust issues. He could be jealous, possessive, controlling, and obsessive also. None of these are positive attributes to have.
Are you in a committed relationship with him? If not, it's definitely none of his business who you are talking to. Even if you are in a committed relationship, it is not normal for a guy to keep asking you who you are talking to on the phone.
Do you talk on the phone a lot when you're with him? He could just be very annoyed and frustrated that you are not giving him attention.
If you've already talked with him and assured him that he has nothing to worry about regarding who the person on the other end of the phone is, but he keeps on asking who you are talking to on the phone, then it's up to you whether you want to have this kind of person in your life. In time, his insecurities may get even worse and he will want to know where you are going and who you'll be with.

He's probably understandably jealous, you probably talk too much on the phone while your with him. It's hard to admit it sometimes but that's a fixable habit.

He is wondering why the heck you are on the phone and not talking to him. He's neither jealous nor obsessed - he is annoyed that you are ignoring him.

no not either i just like to know who you are talking to that is taking your attention away from me. i never talk on the phone when i am with ppl i will leave then return when i am finished with my conversation i find it rude when someone is on the phone whle i was trying to have a convo with them
