A person is on his downswing on the tee box and the wind blows the ball off the tee but he connects and duffs the shot. It must be played right? No re-teeing.

Unfortunately. no re-teeing. He already has the intention to strike at the ball, it is now considered to be a stroke.

No re-teeing, because he made a stroke.

Rule 11-3:
"If a ball, when not in play, falls off a tee or is knocked off a tee by the player in addressing it, it may be re-teed without penalty. However, if a stroke is made at the ball in these circumstances, whether the ball is moving or not, the stroke counts but there is no penalty. "

The rules of golf define a stroke as " Striking the ball with the intention of moving it." He did not strike the ball, no penalty. Re-tee.

Unless he never addressed the ball If he never addressed the bal (which is pretty unlikely) then he can replace the ball back on the tee. Is this just casual playing for a buck or two a hole. don't be a dick just let him retee.

Technically if his intent was to hit the ball it is a counted stroke and must be played as it lies.

yep it must be played but ive never had that happen to me b4 unless ur playing with mulligans lol
