if this is the US Navy, he won't ship until he meets the minimum standards for weight and PFT. Additionally, he MUST be able to speak and understand English coherently.
No recruiter will touch him if he cannot pass the ASVAB.. and you need to be able to speak English to do that.

You must speak English when in uniform. Well at least that is the rule in the Navy. They don't follow it all that often.
As far as the physical stuff they can ASMO him for a very long time until he does pass. About the only way to FAIL Navy bootcamp is a health condition or breaking a law.

To my understanding its hard to fail Navy bootcamp. Have him keep working on it before he ships off though.
Oh yeah, he'll need to speak English to get past MEPS though.

The odds of him getting into DEP (delayed entry program) are very slim. The odds of him getting past DEP are even slimmer. So basic training doesnt even sound possible right now.

the English thing may be the only obstacle. tell him to just keep his mouth shut and follow directions. "shut up and do what they say" and he will be fine. the push ups and sit ups don't worry about that at all. boot camp is just a lot of stress, its really not that hard.

He should not enlist in the navy. Does he knows how to swim?

If he's got the "guts" he will succed. If he's a sissy little quitter he has no chance.
