God is the whole of Father, Son and Holy Spirit. God has been seen manifested in man and in the burning bush. Jesus Christ is the Son of God and was seen by many.

It is quite possible that this was an Angel of the Lord, spoken to directly as if he were God Himself by both Abraham and Moses, among others. If this was such a manifestation of God then, they did not see God in all His glory (to borrow from a previous answer). Notice that *how* or *in what form* they saw God was not specified.

No man has ever seen God the Father who art in heaven nor heard His voice.
Jesus was talking specifically about Moses and Abraham.
Moses seen and heard Satan and he got his power to miracles from the devil, and Moses gave the image of the beast the power to speak through him (Moses) and lifted up the devil so that all men would worship him, and those that would not were killed.
The voice that is heard in the New Testament is that of the Holy Ghost

I believe that means in His fullness. Even Moses himself never saw God in His fullness, but God let Moses see him from behind as He passed by him. (Exodus 33:18-23)

We do not see God...God comes to us in a form...like the burning bush, this form of man with saphire under him...
Just because He was in the form of man does not mean it was God Himself...God doesn't have a form....
