Define Brave??
A French General, a US General, and a British General were talking about who had the bravest men.
The French Officer said "my Legion's soldiers are so brave watch this", and he turns and orders a Legionnaire to run through a mine field, he gets halfway through and BOOM! stepped on a mine.
The American Generals says "Well that aint nothin watch this", and turns to his men ands says "I want two of you guys to run blindfolded through that minefield now!"
Straight away two American soldiers don blindfolds and charge forward, they only take about 10 paces when BOOOOOM!!
The British General says, "well chaps I have to admit your guys are very brave, but, I think my guys can top that," he turns to a platoon of Irish Guards and says "Now chaps when I give the command I want you all to run out into the minefield and keep going till you get to the other siide ok?"
And the men shout back "F@*K OFF yourself and do it, Sir!
"Now", said the British General "thats bravery" :-P

Don't assume your country's servicemen are the bravest for the sole reason that they serve your country. Not all soldiers are motivated by zeal and the idea that their loss is worth the benefit of the whole. Some join a combat corps for the adventure but would shake in a real deployment, some join an ordnance or logistics corps to minimise the odds for seeing combat.
Overall, the question is too broad. Kudos to those who looked at the question in a balanced matter, picking historical soldiers of the past rather than their own country's military. Cheering, headbutting with helmets on and pumping your fist in the air as you yell "Marines!" or "Phillipines!" or "RAInf!" is the pointless equivalent of high school football players comparing penis sizes in the changing rooms.
And besides... how does one gauge bravery? If a section of starved, underequipped soldiers knowingly charged a platoon of fortified infantry to their doom, would they have done so out of bravery, stupidity or perhaps the belief that they're taking a shortcut to a comfortable afterlife?

The french foreign legion has a collection of the craziest, meanest, soldiers to ever hit the field of battle. They are given the worst equipment (stuff that the regular french army has cast off or discontinued using) and still kick the crap out of anyone they come up against. They are far better than the regular french forces (who isnt). However, the french military as a whole is very unimpressive. they have beautiful uniforms and look well in a parade, but I would put an american girl scout troop up against any french batallion without any reservations. France wouldnt even exist if the English, Australians, Canadians, and Americans hadnt retaken it in WW II and decided it was too much of a pain to keep. So we gave it back to them.
Re the Philippine soldiers. I was stationed in the P.I. and worked with the philippine marines and army. Found them to be a bunch of uneducated drunks who werent sure where to put the ammunition in their weapons. Any time we saw NPA they tried to claim they were regular Philippine military so we wouldnt engage them. All they were interested in was a pay check and a nap. I wasnt as impressed with them as the above individual.

Generally speaking, the more nationalist a country is, the more likely it's soldiers are to lack all fear of death in the name of their country's honor. I would actually rank China, or possibly North Korea, as having the bravest soldiers. Their soldiers fear death the least.

Do you mean which country's leaders are most reckless.
In WWII, Japan had the bravest. In WWI, Germany had the bravest. In the Vietnam war-- close call-- it was us, the US.
The terrorists currently are the bravest, while also being the most immoral. But those two things are not mutually exclusive. Spartans took the cake...but ate it too.

No offense to anyone, but in my opinion the Japanese Armed Forces of World War II are the bravest. History has proven that they always fought to the death regardless of the odds (the reason why the US dropped the Atom-bomb on their country just to force them to surrender). Historical statistics had shown that only about 2% of Japanese soldiers surrendered at the conclusion of every battle they lost (Japanese POW's are very few in numbers compared to the Allied or German POW's in Europe).

France....Not kidding, hear me out.
The main deployment force for France is the Foreign legion, which is made up of various blokes from all over the world, who usually have nothing left to live for. They come from Crazy as hell Brits or Americans looking for super crazy adventure to Russian criminals hiding from the Mob to a Somalian who just wants some friggen bread....they all hate the french, but think it would be fun / better than Russia to fight some crazy *** wars in Africa or hang out in the middle some some swamp for 5 years.
Those guys are nuts, I love em.

United States or Israel
Israel is about the toughest soldiers in the world.
The US actually has laws and can be prosecuted for cowardice.
IE I was very shocked when they British sailors were captured and then used for propaganda videos. American Military have a code of conduct they have to abide by if captured and would have been prosecuted upon return.

Russians have the bravest training.
What other country trains its soldiers to run through fire or to run out in front of trucks and lie down while it passes overhead.Whe youve done it you have to run to the back of the cue and do it again.
WWII i would say german paratroopers.
