Call the EPA or contact the police department. I wouldnt be too worried about the ozone layer though, it takes about 50-80 years for the freon we release today to reach our ozone layer, by then well be well dead and gone.

You better tell the car industry to get rid of their air conditioning systems on all newly made cars. Freon is everywhere.

Take pictures and report them to the EPA. When taking pictures, be sure to have friends with you.

Try this link , http://www.epa.gov/, and look under the FAQ section, although it's going to tell you to contact your local health dept. or you can call the police first then hopefully they will report the problem to the appreciate agency.
