The only thing that separates the low from the high beams is the hi/lo dimmer switch located on the side of the steering column. The power comes from the headlight switch and/or the light monitor module and you select which by pulling on the signal lever to change modes. If you can hear the dimmer switch click when you pull back on the lever, you have either a bad switch or a broken supply wire out to the front headlamps somewhere. If it is a broken wire, you just have to chase it down. The switch is a little complicated to replace. More likely is the switch has fallen out of adjustment which is almost the same as replacement. Good luck.

If you can, check the dimmer switch itself. It could be the problem or the wiring going to it. If your car has a tilt column, which I believe it does, these were notorious for breaking wires in the steering column after many years of use and I think a '98 does qualify.
