There is NO need to start investing massive amounts of money in ProActiv! According to skin care studies, it's not at all good for your skin. Also, don't trust the labels on cosmetics products. Just because they say they're for "combination skin," doesn't make them the best products for you.
Since you need a few things and you said you don't have a lot of money to work with, here's a list of things you can try:
1. There are a lot of cheap but excellent gentle facial cleansers out there. Try Clean & Clear Foaming Facial Cleanser for Sensitive Skin ($3.79), Olay Sensitive Skin Foaming Face Wash ($3.99), or Cetaphil Daily Facial Cleanser for Normal to Oily Skin ($5.99). Wash your face once in the morning and once at night, but don't scrub or pull at the skin.
2. Toners are excellent for all skin types. The cheapest good one there is seems to be Beauty Without Cruelty Balancing Facial Toner for All Skin Types ($7.95), but it is only sold in health food stores. In general, though, toners are expensive. Do NOT buy toners with alcohol, oils, or witchhazel, as these will dry your skin. Toners aren't completely necessary for dry skin, either.
3. For the bumps, you'll need a Benzoyl peroxide product. Now, here's the catch: cheaper products come in 10% concentrations, which may be too harsh for you, and there are more expensive 2.5% and 5% concentrations. I would strongly advise trying Neutrogena On-the-Spot Acne Treatment Vanishing Formula 2.5% ($6.75) before moving onto the stronger Clean & Clear Persa-Gel 10, Maximum Strength ($3.49) -- it's worth the extra $3.
4. Now something that is optional but may really help you is a BHA solution. BHA gently (important word, here) exfoliates
your skin's surface and the inside of your pores. The cheapest one I know of (with no irritating ingredients) is Clinique Mild Clarifying Lotion ($10.50), but you may need to go to a Sephora or department store to get it.
5. Moisturizer should only go on the dry areas of your face. For very dry skin, Dove Fresh Radiance Anti-Aging Night Cream ($9.99) is good, and can be used all day. Honestly, though, you're better off killing two birds with one stone and getting Olay ProVital Protective Moisture Lotion SPF 15 ($8.99) or Jason Natural Moisture Plus SPF 15 ($9.00), because then you'll get sunscreen, which is extremely important for healthy skin!
Remember, all that is completely necessary is cleanser and moisturizer. BHAs and benzoyl peroxide will help with the bumps, and toners will help balance the moisture levels in your skin, but you can prioritize and see what is most important to you!

Sounds like you don't have too many skin issues. Keep it simple. Wal-Mart will have pretty much anything you need. A gentle cleanser of your choice, I've heard great things about Nivea alcohol-free moisturizing toner, and an oil-free moisturizer such as Neutrogena or Olay. Hope that helps.

The Falcons. They have a good young franchise QB in Matt Ryan who is the perfect face of the organization. They have a very good RB in Michael Turner who is looking to bounce back from an injury-plagued year. Roddy White and Tony Gonzalez are both very good offensive forces as well. Their defense is also very young and speedy. They are a team which is a sleeper in everyones mind and is just ready to break free.

Clean & Clear works very well. Especially their Advantage line. Or you can talk to your parents about investing in Proactiv. You get a 30 or 60 day trial and if you don't like it, simply return it. Just a thought.
