Because it's rude to check out girls you don't even know. Women only appreciate being told they are "sexy" by the man who loves them. The fact you check out lots of different girls just proves you're sleezy. That's not attractive to anyone.
Rose p: LOL, I sometimes go to the mall in my pygamas, that's how much I care about appearances. On the other hand, I have other things on my mind... (4 kids!) I still find it creepy when a guy checks me out... especially if I'm there with one of my children. Some guys just have no self-control. Gross.

bunch of lies... thats why it takes the little angels 2 hours to get ready to go to the mall, they primp and put on their finest clothes. now if you look at them, you are the pervert and creep... sounds to me like a double standard, and all you mealy mouth whinny guys that said the same thing, get a life.
now as far as the guy asking this question, if you ever figure these strange little creatures out, write a book, you 'll be famous, and again, all you whinny mouth bleeding hearted guys, bite me.

Girls dont like to be stared at, you probably wouldn't like it either. If you are interested be quick on your feet and walk over straight to them and actually start a conversation with them. surely you know how to talk to girls right?
girls say - "Some eye contact, a smile and starting a conversation is enough to let her know that you're interested. " talk a bit then if you want to ask them out.

Do not "check them out." A girl (women and girls) are mysterious and wonderful. They are God's gift to us (men). Treat them with respect and just talk to them. Of course (based on how you asked i am guessing you are young) you should not be checking out the girls. Wait until you are older...You may have a lot of maturing to do.

It depends. How do you try to get their attention? Do you act like an embarrassing idiot, or just stand there looking good while they are trying to get around you to get to the shoe sale? Maybe they notice you but they are attached. Change your approach and see what happens.
