Jesus is an actual person that lived 2000 years ago. He died how he is described to have died. There are (non-christian) historic documents that verify this. The question is wheter or not you believe in what Jesus died for and if He "saved" us in doing that.
Jews acknowledge Jesus, but don't think of Him as the savior sent from God. (the difference between Judaism and Christianity)
No one "made it up." It actually happened. Followers of Christ wrote down what the meaning of His death signified in the 4 gospels of the New Testament written 50-100 yrs after His death.

As I have read, God was going to destroy the world. Karmic debt had become so great that mankind had fallen to the low as in the time of Noah. The Christ has been many different famous religious Hebrew people in past lives according to Edgar Casey. Previously he was Joshua who fought the battle of Jericho and slaughtered many in that battle. He did not have to come back to earth because his good karma was such that he did not need to return. He chose to come back to save the world from destruction, and so he did.
He saved the world from Karma and bought mankind time to evolve spiritually so the world would not have to be destroyed.

The answer would still be Jesus since He is God and it's all God's idea. But I am sure the Father, Son and Holy Spirit aspects of God all had a hand in it just like when we make a move our mind, body and spirit has to be in it or we ain't going nowhere.

Actually if you believe in the Bible and you if have a bible at home and it will give you the answer.
Matthew 20:28 answers your question. I quote from the New International Version : " just as the Son of Man did not come to be served, but to serve, and to give his life as a ransom for many." when it says "son of the man" its referring to Jesus.
1 John 2:2 also answers your question. I quote from the New International Version: "He is the atoning sacrifice for our sins, and not only for ours but also for[a] the sins of the whole world."
Your question is who thought of it. That is answered in 2 Timothy 3:16. I quote from the New International Version: "All Scripture is God-breathed and is useful for teaching, rebuking, correcting and training in righteousness".
If that statement is true then the statement written in John 3: 16 is true. I quote: "For God so loved the world that he gave his one and only Son,[a] that whoever believes in him shall not perish but have eternal life."
This states that was God's idea and we know that because is in the Bible.

Who thought it up? What a quaint way to put it...God was the creator of all things. He made man and laid out the plan for salvation because he knew we were going to sin and he wanted a plan to save us from that sin. It's the free will thing that got us into trouble. But we had to have free will so that when we came to him, we would come on our own. He doesn't push you into anything you don't want to do. So your answer is God.

God did... read your Bible. It's in the Gospels.
Before Jesus, the Jewish nation had to go before God once a year and slay a perfect, spotless lamb to atone for all the sins of Israel. In essence, Jesus is the perfect lamb of God who laid down his life and paid our sin-debt for all eternity.
Only he laid down his life for "whosoever believeth", not just the Jewish nation.
The scriptures have been around longer than any "council", world wide church, or major denomination. No man thought this one up.

Jesus is a part of the whole of God and is in the begining with God. God is all knowing and knew man would sin and had a plan of salvation before he created him and that plan was and is Jesus. The Father, Son and Holy Spirit are ONE God.
