I had the same problem and I usually hugged him around his waist,but other times when I wanted to seriously make out with him I would put my arms around his neck and pull him closer to me and he really liked it.

There isn't a wrong in hugging. You can hug a person anywhere you are comfortable. It does not matter if you hug him in the waist, or around the neck. There isn't any difference. Hug him where your comfortable.

Try waist.
The guy I like is at least six to seven inches taller than me, so when I hug him, it's around the waist. It's easier to reach.

Around the waist or upper back . If you can reach your head on his shoulders then rest your head on his hsoulder if not then rest your head on his chest. One of the guys that I dated was so much more taller then me that I had to stand on my tippy toes in order to rest my head on his soulder which is fine too, do what you got to do or just let the moment guide you.

Generally, around the waist is acceptable. He, by contrast, would hug you around your shoulders.

He bends down or you put your arms around his waist instead. It's not that difficult to improvise. There are no rules on how to hug someone.
