Well, I'm pretty sure you can't just be promoted to an officer. You may be selected to go to OTS (officer training school) but you can't just be selected for that too...you have to have at least a Bachelor's degree and then you have to submit a package and be approved to go. Then once you go to OTS, you still have to pass it. It's like basic training, only tailored to officers and I've heard it's not as hard and a little corny. You could always purposely mess that up. Anyway, I was in the Air Force, but I'm pretty sure it works the same way for all branches. Good luck, I hope you don't get promoted?! lol Don't hear that often.

In order to go from the enlisted ranks to the officer ranks you have to apply and go through a battery of written tests and interviews by a panel of officers. Then your application is reviewed by another panel of officers at that service's headquarters. Why go through that gauntlet if you intend to say no if they select you for a commission? A commission from the enlisted ranks doesn't come about through a phone call or a superior officer anointing you like some rookie priest.
However, if you are granted a temporary commission as an officer, you can ask for reversion to your former enlisted grade at some time in the future.

Yes, unless it is a battlefield promotion. Don't become an officer especially in the Army. Been there done that.
