It depends on the setting. At home most people don't have reservations about the water that's in the bowl and feel no need to flush. After all they know and trust the people who use it. In most cases the only time that they will feel compelled to flush is when the toilet hasn't been used for awhile and the seat has been up. This could allow a layer of dust to gather that would ruin the freshness of the water.
In public restrooms most people flush. The reason is that they can't be entirely sure that the water hasn't been contaminated by the previous user, (contaminants such as feces, cigarette butts or sanitary napkins could be lingering below the visibility level of the bowl). Water conservationists may have a different take on this, but I'd stick to my guns regardless.

My Oriental Cat has not yet learned how to Flush the toilet
( thank goodness ) , but he always makes sure it Is flushed before he drinks from it -- I have watched him :-)

The only "someones" I know that imbibe of toilet water are my dogs! And, yes, the toilet is always flushed. The water in the tank of the toilet is safe for human consumption, believe it or not.

i would say they flush the toilet first

I would assume that since basic hygiene isn't much of a concern, neither would be flushing first.
