First of all, you cannot simply pick up and move to London. On a tourist visa you can stay 90, maybe as long as 180, days and then you have to leave. So, you're going to need to get accepted to a British university and get a student visa (again, when school is over you have to return) or you're going to have to try for a work visa (good luck with that).
Point being, London isn't like Chicago. You cannot simply decide to move there. You have to emigrate there.

There are no federal guidelines preventing u from travelling outside the country a any age.
however, many airlines won't allow unaccompanied minors to travel alone to certain places for liability reasons. Many carriers offer special guardian services for an additional fee, assigning an on-board staff member to be responsible for the minor while in flight, and only allowing the minor into the custody of a previously appointed guardian at the destination port.

I think you'll find it's hard to "move" to another country. You would have to apply for a work or residence visa, and for most countries those are hard to get. You can travel to any European country on a tourist visa, but can only stay a few months. If you want to "move" to London, you'll have to find an employer willing to sponsor your visa, or a Londoner who wil marry you. (Assuming you're not independently wealthy).
