Secondly, consider the situations in which you would encounter these people. When you see someone in a car, you're most likely to get flicked off when you are also in a car, and somehow competing for a spot on the road. When people are on a horse, or a boad, or ATV, they're usually somewhat of an anomaly...everyone looks at them because they're doing something that most of the people around them aren't doing. They receive a lot of attention. They say hello because random strangers are staring at them and they don't know what else to do.

Because people on boats n' stuff are usually RICH people who like waving to the "unfortunate people",
Those people also wave to anyone else who's rich enough to get their own boats, horses, etc. since it's like some kind of weird comradeship to them , and most people have cars, and drive them badly nowadays
(which is why people in them they flick people off)...

They're probably just trying to show off. I mean, everyone (nearly everyone...) has a car, but not everyone has a boat or horse.
Just wait...they'll be so busy waving one day that they'll drive their boat up the dock or lead their horse into a wall.

think about it. people on boats etc,are having a good time. they're sportsman. that usually puts people in a good mood. those in cars are just fuming in traffic.
