Just like a person, a dog does not acquire a virus or infection from the rain. It may worsen because it was already there. How do you know he has a fever? How old is he? You left a lot of info out.
There is any number of things it could be, and were he a person, I would say, throw anti-biotics at it and see what happens. But the dog will be unable to tell you if it makes him feel worse or if it's not helping, etc. Tell me he has all his shots?
I'd visit the vet. If you love your dog, he needs medical attention.

You should get the meds your vet prescribes after examining him, what else? He could have pneumonia and need an IV. Please be responsible and take your dog to the vet.
